解决思路

在python3的安装路径中找到openssl的安装路径，像博主的python3是用anaconda安装的，openssl的安装路径是E:\Anaconda3\pkgs\openssl-1.1.1a-he774522_0\Library\bin。然后将这个路径加入到环境变量中的path值当中，并移到最前。问题解决！
