节水灌溉减少渠系水量损失，节约农田灌溉用水，使有限的灌溉水源发挥最大增产效益的技术措施。随着工农业的发展和生活水平的提高，人类对水的需求不断增长。20世纪中叶以来，中国和许多国家都出现了不同程度的水资源供需矛盾，影响或限制了生产的发展。灌溉用水在人类用水中所占比重很大，大致在70％（发达国家）至90％（发展中国家）之间。但是，灌溉水有效利用系数很低，平均仅50％左右，即通过工程措施引入灌区的水量大约有一半损失掉了。因此，采取节水灌溉措施，使单位水量发挥可能最大的经济效益，这在水资源紧缺条件下势在必行。内容 节水灌溉主要包括两个方面。一是采取措施减少灌溉渠系的水量损失，即提高灌溉水的有效利用系数，按照作物灌溉制度，适时适量把水送入农田；二是改进灌溉制度，调整作物布局，充分而合理地利用雨水、地下水，进行补充性灌溉，使一定的灌溉水源灌溉更多的农田。作物单位面积产量与灌水量的关系也受报酬递减率的支配，作物产量达到一定水平时，它的增长率即低于灌水量的增长率，再多灌水甚至会使产量下降。这就使人们有可能选择最经济的灌溉定额，进行不充分灌溉，用既定灌溉水量灌溉更大的面积，使灌区农业总产达到最大。措施 节水灌溉措施可概括为：①改进农田灌水方法，减少深层渗漏、地表蒸发和田面流失。沟灌和隔沟灌，畦灌和小畦灌以及水稻田的浅灌、湿润灌等传统地面灌溉技术，比较省水，要避免大水漫灌和串灌等。喷灌、滴灌、微灌、地下灌溉等先进灌水方法，一般比地面灌水方法可节水30％～40％，但成本较高，管理运用复杂,在有条件地区可以推广。地膜覆盖或田面盖草,可显著地减少地面蒸发，且有保墒保温作用，也有推广价值。②采取渠道防渗及管道输水，减少输水损失。可采用渠道衬砌以减少渗漏损失。管道输水有地下埋设固定管道及地面活动软管两种。后者已在华北平原缺水地区大面积推广，可减少用水量30％左右，是简易可行的节水有效措施。③加强灌溉管理，实行科学用水，执行按方收费。灌区要加强维修管理制度，防止渠道决口及建筑物漏水；渠道行水期间，要坚持昼夜灌水，尽量减少渠道退水。为实现按方收费，必须具备量水设施。④改进灌溉制度，保证作物生长关键期灌水。作物生长旺盛期需水较多，关键期(如玉米抽顶花期、水麦孕穗期等)灌水对产量影响最大。在水量有限情况下，应保证灌好关键水，适当减少非关键期灌水。同时，在非生长季节进行储水灌溉，为小麦冬灌及棉田保墒灌，也可以缓解春季用水高峰期供需矛盾。⑤改进耕作措施，如平整土地，中耕、松土及耙磨保墒等，也有助于节水。展望 随着人口日益增长、灌溉水源逐渐减少和灌溉成本越来越高，实行节水灌溉，建立节水型农业，已成为世界范围的发展方向。今后在水资源开发利用，新灌区兴建和已成灌区改建、扩建中，节水灌溉都是应该优先考虑的问题。
