土地信息系统土地信息系统 land information system: lis以计算机为核心，以土地资源详查、土壤普查、规划、计划、各种遥感图像、地形图、控制网点等为信息源，对土地资源信息进行获取、输入、存储、统计处理、分析、评析、输出、传输和应用的大型系统工程。土地信息系统能系统地获取一个区域内所有与土地有关的重要特征数据，并作为法律、管理和经济的基础。也就是说，土地信息系统就是把土地资源各要素的特性、权属及其空间分布等数据信息，存储在计算机中，在计算机软、硬件支持下，实现土地信息的采集、修改、更新、删除、统计、评价、分析研究、预测和其他应用的技术系统。土地信息系统按数据特征和软硬件配套系统的不同，可分为统计型和空间型两种。统计型土地信息系统的信息源是各种统计数据，不涉及图形和国家信息的存贮。空间型土地信息系统的信息源包括图形、图象、文字、字符、数字等，它不仅可以对图象进行数据存贮、处理和分析，也可以对字符、数字进行同样工作。土地信息系统是国家对土地利用状况进行动态检测的前提，也是保证科学管理的前提，它是高科技成果在土地管理上的成功运用。土地信息一般包括以下四大类：环境信息、基础设施信息、地籍信息和社会经济信息。其中环境信息包括：气候、土壤、地质、地貌、河床、植被、野生动物等；基础设施信息包括：公共设施、建筑物、交通运输系统等；地籍信息包括：权属、测量、土地定级与估价、土地利用控制等；社会经济信息包括：经济发展水平、卫生、福利和公共秩序、人口分布等。中国土地信息系统建设起步较晚，但发展很快。在20世纪80年代初期，黄土高原地理信息系统已经开始启动。1986年原国家土地管理局成立后不久，就将土地信息系统建设纳入土地科技重点发展规划之中。20世纪90年代中期，中国土地信息系统就完成了由项目型向管理型的转变。1995年全国土地信息系统科技成果演示汇报会，有40项应用成果分批演示，体现了中国在较短的时间内土地信息系统的发展规模。从90年代初期开始，全国许多土地管理部门在土地信息系统上投入了大量人力和物力。现在土地信息系统的功能已经覆盖了大部分土地资源和资产的管理工作领域，土地信息系统对国民经济建设也发挥着日益重要的作用。随着计算机信息技术的飞速发展，土地信息系统的发展必将与计算机信息技术发展同步，推动国土资源管理的科学化和现代化。
