围海造陆辩证地认识围海造陆围海造陆是人类利用海洋空间最古老的方式.荷兰围海造陆的后遗症:破坏了地下水位;许多自然植物和动物剧减.荷兰的退耕还海计划(把全国现有农田10%的24万公顷土地,再变成沼泽,湖泊和海洋)最近一段时间，沿海发达地区掀起了一股围海造陆，向海洋要土地的热潮，如天津市临港工业区一期20平方公里围海造陆工程环境影响通过国家工程院专家评估，一期围海工程已正式启动。此项围海造陆工程最终将造陆50平方公里，是全国最大的城市围海造陆扩展工程。一期工程位于塘沽海河入海口南侧滩涂区域，西侧以海防路为界，北侧以海河口南治导线为界，东西长5公里，南北宽4公里，围埝面积20平方公里，形成可使用陆地6.5平方公里。再如广东珠江口等地，80年代以来共围海造陆近2万公顷，广州市番禺区有80%的土地是历代围海形成的。围海造陆，用于城市建设和工农业生产，有效缓解了经济发展与建设用地不足的矛盾，但在这一股热潮的后面，我们应该冷静思考，我们做得对吗？不可否认，我们围海造陆的目的性很明确：追求产值和利润的增长，物质财富的增加，如果我们认识不到或不承认环境本身所具有的价值，采取了以损害环境为代价来换取经济增长的模式，我们的做法是否有点急功近利？我们的做法是对子孙后代负责吗？不合理的围海造陆带来的生态负效应主要有：1、围海造陆地带来赤潮。围海造陆使海水潮差变小，潮汐的冲刷能力降低，港内纳潮量减少，海水的自净能力也随之减弱，导致水质日益恶化，加上围海造陆的陆地主要用于城市建设和工农业生产，各种污染物较多，尤其是各种污水直接排入大海，导致海水富营养化的可能性大大增加，从而可能引发赤潮的概率也大大增加，给沿海的海水养殖业和海洋渔业生产带来巨大的危害。2、引发洪灾。1994年夏季，华南地区发生了200年一遇的特大洪水，但气象专家却说降水量并不是很大，这是因为围海造的陆地阻塞了部分入海河道，影响了洪水的下泄，同时，洪水造成的内涝，使较多的地表水下渗到地下，而围海造陆又导致某些天然泄出口受阻，因此又造成局部地下水位上升，广州、深圳近年来发现不少楼房基础受地下水浸泡，甚至导致楼房开裂、地下室进水等现象都与地下水位上升有关。3、毁掉大批红树林。红树林素有“海上森林”之称，它是热带、亚热带沿海潮间带特有的木本植物群落，其生态系统具有沉泥积淤、加速成陆过程、净化海化、预防赤潮、清新空气、绿化环境等多种功能，还可为鱼类、无脊椎动物和鸟类提供栖息、摄食和繁育场所，因而又是最富生物多样性的区域，号称鱼、虾、蟹、贝的天堂、鸟类的的安乐窝。近40年，我国红树林面积由4．83万公顷锐减到1．51万公顷，大部分是因为围海造陆给毁掉的，红树林资源锐减换来的是海滨生态环境的恶化、海岸国土侵蚀日益严重、台风暴潮损失加剧、近海珍珠养殖业整体衰败、滩涂养虾暴病、林区和近海渔业资源减少等等。4、改变了海岸带的自然景观，破坏生态平衡。不合理的围海造陆，破坏海岸自然景观环境，破坏海洋生物链，使海洋生物锐减，造成生态环境和社会经济问题，不少海湾的自然环境因不合理的围海造陆活动而改变，严重损害了其栖息生物的生态环境，导致原有生物群落结构的破坏和物种的减少。例如，北海由于填海建港，填海造地、岸线缩短，湾体缩小，人工海岸比例增高，浅滩消失，海岸的天然程度降低，损害生物的生态环境，使海洋渔获量减少，物种也减少很多。最近香港最高法院否决了在湾仔地区围海造陆的工程，理由是这个地区经常有帆船和渡船出没，是香港的自然景观，应该受到保护。不合理的围海造陆造成的恶果在我国某些地区已初现端倪。舟山市地处长江、甬江和钱塘江的三江入海交汇处，海水终年浑黄不堪，航道淤积日渐严重。
