南北关系大多地处南半球的发展中国家与大多地处北半球的发达资本主义国家之间的关系。这实质上是当今世界面临的一个有关经济发展的全球性战略问题。第二次世界大战前，南方国家大都是北方国家的殖民地、半殖民地，受北方国家的统治与剥削，长期处于贫穷落后的状态。战后，广大南方国家虽然取得了政治独立,但经济状况并没有根本改变,在国际经济体系中仍处于不平等的地位。他们要求发展独立的民族经济，巩固已经取得的政治独立，在国际经济体系中取得平等的地位。1955年万隆会议通过决议，明确提出大小国家一律平等，在相互尊重国家主权和互利的基础上实行经济合作，采取集体行动稳定原料价格等原则。60年代南方国家逐步组织起来，先后建立了石油、咖啡、花生、可可等输出国组织，1964年在联合国第一次贸易和发展会议上成立了七十七国集团。南方国家在国际原料贸易领域中，逐步展开了反控制、反剥削、维护本国经济权益的斗争。70年代，南方国家在国际经济领域中的斗争进入新阶段。1973年阿拉伯产油国家以石油为武器，促进了发展中国家在经济领域的联合行动。1974年第六届特别联大通过了《建立新的国际经济秩序宣言》和《行动纲领》，标志着南北关系问题被正式提上了国际议事日程。南北谈判深入发展到原料、贸易、技术转让、国际货币金融等各个领域。1975年12月和1977年 5月在巴黎举行了国际经济合作会议，有19个南方国家和 8个北方国家与国家集团参加。1981年10月在墨西哥坎昆举行关于合作与发展的国际会议，有14个南方国家和 8个北方国家参加，但这两次会议都没有取得实质性的成果。80年代以来，南方国家经济发展面临贸易、债务和国际金融诸方面的巨大困难，它们在继续推动南北对话的同时，连续召开南南会议，把重点转向加强集体自力更生、实现南南合作方面。20世纪70和80年代，经过各方面的努力，南北关系的发展取得一些成果。如非洲、加勒比和太平洋地区国家集团和欧洲共同体于1975、1979、1984年连续签署和实行的三个《洛美协定》就是一个例子。再如1981年 9月联合国最不发达国家问题会议通过的《20世纪80年代支援最不发达国家新的实质性行动纲领》，欧洲共同体和日本等国都承担了帮助最不发达国家经济发展的义务。在其他具体问题上也有一些成果。但总的来说，南北关系的改善进展是缓慢的，成果是有限的，主要阻力在以美国为代表的一些发达国家。80年代以后，南北差距继续扩大。贸易条件的恶化，保护主义的蔓延，资金转移和技术转让条件的苛刻，以及世界性通货膨胀，经济危机的转嫁和沉重的债务问题，这些都是南方国家发展经济的严重障碍。这种情况继续发展下去，发达国家的经济也将大受影响，甚至可能引起资本主义世界的经济大危机。南北关系发展的关键在于改革国际经济秩序，在平等互利的基础上，建立国际经济新秩序，这是世界经济发展的趋势。
