在新冠肺炎疫情防控常态化背景下，为进一步便利双方人员往来，近日中国政府发布了《关于为持中国有效居留许可的相关外国人提供签证便利的通知》，有关欧洲国家（有关名单附后）持中国相关有效居留许可（工作类、私人事务类、团聚类居留许可）人员，可凭居留许可证向中国驻上述国家任何使领馆免费申办来华签证。
适用欧洲国家名单为：阿尔巴尼亚、爱尔兰、爱沙尼亚、奥地利、保加利亚、北马其顿、比利时、冰岛、波黑、波兰、丹麦、德国、法国、芬兰、荷兰、黑山、捷克、克罗地亚、拉脱维亚、立陶宛、卢森堡、罗马尼亚、马耳他、挪威、葡萄牙、瑞典、瑞士、塞尔维亚、塞浦路斯、斯洛伐克、斯洛文尼亚、西班牙、希腊、匈牙利、意大利、英国。
除上述欧洲国家以外，目前其它国家还是按原来的邀请函申报流程办理，即商贸类来华邀请向市商务局申报，非商贸类来华邀请向市外事办申报。来华邀请函由省级有关部门同意发放后，可凭该邀请函向中国驻所在国使领馆申请签证。但因各国疫情发展形势不同，获得邀请函后能否获得签证，要视我国外交部门驻当地国具体规定而定，望各外商理解支持。如有具体问题可咨询：商务局0579-89926920、外事办0579-85214570、85214580。
While fully implementing regular epidemic control measures, authorities in China have also been working on the best way to facilitate people-to-people exchange.The Chinesegovernmentreleased recentlyCircular on FacilitatingVisa Application for Foreigners Holding Valid China’s Resident Permit.The new policy enables foreigners holding passports of some European countries (See the list of countries below) ,and valid China’s resident permit including suchcategoriesas work, personal affairs and family reunions to apply visa via China’s embassies and consulate generals in these European country without any charge.
List of applicable European countries:Albania, Ireland, Estonia, Austria, Bulgaria, Northern Macedonia, Belgium, Iceland,Bosnia-Herzegovina, Poland, Denmark, Germany, France, Finland, Netherland, Montenegro, TheCzechRepublic, Croatia, Latvia,Lithuania,Luxemburg,Romania, Malta, Norway, Portugal, Sweden, Switzerland, Serbia, Cyprus, Slovakia, Slovenia, Spain, Greece, Hungary, Italy and UK.
For foreigners holding passport of countries other than those European countries, channel for applying visa remains unchanged. Please send your application for invitation letter to Yiwu Commerce Bureau if you are coming to Yiwu for business and trade, and to Yiwu Foreign Affairs Office if you are coming to our city for other purposes. As one of the required materials for applyingvisa from China’s diplomatic missions overseas, the officialinvitation letter will only be issued by provincial level authorities upon assessment and consent. As the epidemic situation varies significantly in different countries, China’s diplomatic missions in respective countries will decide whether to grant visa to the applicant who has obtained the officialinvitation letter.
