东南亚金融危机东南亚金融危机【东南亚金融危机】1997年5月中旬后由泰株贬值引发的一场金融风暴。自泰蛛贬值开始，马来西亚、印度尼西亚、菲律宾、新加坡、台湾、香港等国家和地区的货币和股票市场都受到了不同程度的冲击。中国由于未开放资本项目，基本未受影响。这次危机波及范围广，持续时间长，是继1995年墨西哥金融危机以来最严重的区域性金融危机，它造成了东南亚国家的股市动荡，大批金融机构破产，货币严重贬值，抑制了东南亚国家经济的发展。10月下旬，东南亚金融动荡曾经一度引发全球性金融市场波动，几乎世界各国都因东南亚金融动荡调低了对1998年经济增长率的预期。引发东南亚金融危机的原因是多方面的:(l)金融监管不得力。东南亚国家的管理大多过于疏松，信用贷款规模扩大过快，贷款又往往借给风险性大的借款者，使有关国家脆弱的金融制度风险加大。东南亚国家在融人国际金融市场一体化的进程中，过早地开放了国内金融市场，实行自由兑换，致使国际游资大量涌人，赚取利差和汇差好处，给国际游资炒做投机提供了更多的可乘之机。(2)汇率制度僵硬。除菲律宾实行自由浮动的汇率安排外，印尼、马来西亚、新加坡、泰国都实行管理浮动的汇率安排。这种汇率体制有利于投资者作成本的收益估算，便利国际贸易结算，增强国际投资者的信心，利于外资进人，有利控制通货膨胀。但货币当局干预的方式往往并不是遵循市场规律，而是服务于国家的特定的经济或政治目的，实际汇率往往会被高估，使国际投机家有空可钻，造成货币贬值。(3)出口产品单一，缺乏竞争力，贸易逆差加大。泰国等亚洲国家经济增长，主要依赖出口产品的带动。泰国出口产值占国内生产总值的40%，其中电子产品的出口比重很大;马来西亚电子产品出口占出口总额的65%。19%年受世界性电子产品需求萎缩的影响，亚洲各国的出口都大幅度下降。另一方面，由于进口增长和国内工资增长过快，出口产品竞争力下降。这样导致巨额的经常项目逆差，19%年泰国达160亿占国内生产总值的8.9%，菲律宾为4.3%，马来西亚为6%，印尼为55%。大量的贸易逆差导致外国投资者对本币信心减弱，在资本项目自由化的条件下，容易造成外国资本在短期内迅速流出，引起恐慌。(4)外债使用不当。以印度尼西亚为例，到1997年底，印尼政府和私人企业所欠的外汇数目14D0亿美元。其中，60%是私人企业的债务，其余是政府的借款。印尼每年要摊还的贷款利息超过100亿美元，如果包括本金， 1997年须还大约300亿美元的债款。自从发生货币危机后，印尼盾大幅度贬值，如以美元计算，所欠的外债也就大幅度增加。
